Individuals can do them. There's a github repository for it and most of this subforum also discusses how to do it. Depending on the system you want, I might be willing to do it in exchange for a pro subscription (which would help make them anyways).

I to am willing to pay to have a sheet done but what are you looking for a year subscription for one sheet?
Personally I really wish roll20 would implement a character sheet creation system. If there is one thing that I learned turns people off of VTT is when you go to play a game and the game you want is not supported. I am sorry but for the average person "you but you have to type your character in" or "yes but you can code your own" is not a real answer. If I could find a VTT that handled a simple system for making character sheets (like by using ajax or something) I would be happy.

For what game system where you looking for? I'll add it to the list. There are several sheet authors out there, and some one might pick it up.

I've been working on an Alternity sheet, it's getting close to completion, then I'll have to figure out github. :|If you are having a real problem with Github, let me know. I can push it forward if you want (all credit still goes to you). I can't really explain how Github works or what I do to get it to work; the best way I can describe it is keep fiddling with it until something happens. Hopefully it is something useful.
I'm hopeful I'll have the sheet ready before the weekend, we'll see. :)
