I never voted for this originally, and since I've used the transmogrifier perhaps twice in seven years I'm obviously not the target audience. But just looking at the options on the questionaire I couldn't pick one, because the implications of those choices aren't listed, and I've no clue what they would be. I expect I'm not alone. Among other things, I have the same question that TheMarkus1204 asked four months ago, which I haven't seen answered. What does "have the same ID" mean in practical terms. Are they the same objcect with only one set of data, or two objects with different snapshots of the same parent (and if so, why would sharing an ID matter)? Personally, if I move something between games I expect it to be a distinct entity from the one in the original (a copy in my terminology) but to maintain relationships with other objects in the new place. So if handout A in game X links to handout B in game X, and both move to game Y, I expect A in Y to link to B in Y, and any edits made in Y remain only in Y (and vice versa). There's no linkage between X and Y. Having said that, if 580 people voted for it but you can't get a consensus, pick one and do it, and you'll proably make half of them happy, which is preferable to making nobody happy. But that means that when we add Transmogrify Folders functionality, sending a folder that contains an item that has been transmogrified before (and therefore shares the same ID), we have a few possibilities.
